Summary

As discussed on Discord, the overabundance of Particle Cannons can get extremely annoying. This PR aims to restrict them to Navy and Deep Security use. Pirates, however, don't play by the rules.

The Quicksilver's description has been edited to suggest it was built around the Syndicate's own proton guns, not particle cannons. Various variants have been restructured around proton guns or twin blasters, where appropriate, often adding missiles or sometimes shields or jamming to make up the difference.

I think it makes sense for some Firebirds to have Particle Cannons; it seems to be a Deep weapon rather than a Navy weapon (hmm... lasers, anyone?) and it's not inconceivable that some retired Navy employees would have access to the technology, at any rate.

I am definitely a fan of having particle canons be rarer.

I have always found the quicksilver / partical canon / proton canon lore to be very strange, especially for a megacorporation. If they spend untold resources on duplicating the particle canon to get the proton canon, it just doesn't make sense that they'd then ignore the weapon they just developed in order to use their competitor's weapon on their own security ships. Syndicate is "Money first and foremost, above all else," after all. They equip their fleets based on economics, not min/maxed sniping efficacity. The proton canon is by no means a bad gun, but it is also the Syndicate's. They're not going to pay someone else just to use their slightly better gun when they could be keeping that money in-house and using their own gun.

Also, I've always felt the particle canon is a fairly new weapon that isn't in wide circulation yet.

Firebirds are Betelgeuse product, not a Deep product. The objective here is to make the particle cannon a signature of the Navy, with allowances made for deep security and pirates, but if you think it seems characteristic of the deep, perhaps I should remove it from deep security as well. Also, I am fond of the side effect of making double blasters more common.
