This is a slight editorial change to the marquee
behavioranddirectionattribute tables. This aligns them to the editorial changes requested in #9832.Other tables that feature non-conforming attributes have an additional "Conforming" column, but as it would read "No" for every row it felt redundant to add (I can add it if people disagree). Similarly adding a description to any of these also feels redundant. Consequently the only change to really make here is adding "and states" to the preamble.
