This does NOT introduce any consensus changes, however the documentation speaks about consensus changes as through they were real, based on the assumption that winner of an election will be a consensus-critical matter. Detailed description of the changes for your review is to be found in docs/network_steward_vote_2.md

Read over the docs and a quick glance at code, it looks good. I will try get around to running it and playing with voting in next few days. |
