It's a fun wiggly little fish tank, made entirely with CSS.
This could be a good venue for folks to learn about CSS art. I should write up some contributing guidelines, a CoC, and a how-to.

- Make the fish flip around so it can swim back
- Make the seaweed wave a little
- Add a click to make a bubble
- Make a tutorial on how people can contribute a fish to the tank
