New rule guidance in automated checks

There is now rule guidance for each failed rule in Automated checks.

When a rule is expanded, a new section showing rule guidance appears along the failure instances for this rule. This guidance shows links to additional information about the rule, including why it matters, examples, and detailed instructions for fixing the issue.
