Add VIA tests (#440)

Implement VIA tests
- All @scarybeasts' non-NMI tests ported and updated to work in the test framework
- Fixes a trivial issue with joysticks.
- Two tests skipped until I understand what the correct behaviour should be; and the NMI tests ignored for now.

Fixes #439. Part of #204
