0.0.1 - basic CppCMS application hierarchy

The application hirarchy needs to include the roop app (that will display the running settings, and allow loging in and manipulating it a bit.)
The sinple JSON_RPC API that provide an echo function and a version info
A static HTML file that query those two functions.
