This will hopefully fix the following failing PRs:

• Bump k8s.io/api from 0.31.4 to 0.32.0 #955
• Bump k8s.io/apimachinery from 0.31.4 to 0.32.0 #954
• Bump k8s.io/kubectl from 0.31.4 to 0.32.0 #953

In response to this:

The apimachinery library require go1.23.0 so go was bumped as well in this PR.

In addition, we need a golangci-lint version that was built with go1.23, therefore, it was bumped as well.
