This adds a GitHub workflow that can be invoked manually to run image-builder to build and publish a new CAPA AMI to the community owned CNCF account.

This is a workflow that nyone with `write` permissions to the repo can

Which are the historical regions we published AMIs to. We can scope this down in the future.
