First test release of new experimental bindings for the MapGuide API

Buildpack no longer includes headers for xerces due to patch for https://trac.osgeo.org/mapguide/ticket/2781 eliminating the need for these headers and reducing the scope of ACE headers being leaked out (although we still need patched PHP headers to avoid conflicts)
