cgdcbxd: bump version to 1.0.2 to release fixes

CHANGE LOG:
(1) Report error if cggdcbxd is started before netprio_cgroup
(2) Set priority value to default priority when APP value is removed.
    Previously the value would have been zeroed ignoring the default
    value.
