/rfc-index/ HTML route (formerly /rfc-index.html )
Tests to ensure same 'Information' column (except for RFC leading zeros) up until RFC13. We'll need API changes to support more comparisons
- this involves parsing the original HTML (included in this PR) and comparing the rendering of the 'information' column to ensure that we're rendering the same details with the same syntax
General tidy up of RFC mock data
