If it's possible to copy/paste from the 1099-B, can I get the user to paste multiple rows at once direct from pdf?

If so, can I use AppScript to process that in the data grids?

If so, can I use that as a means of getting all the lot vmw qty info? A script should be able to date match from 1099 to sheet purchase date and I don't think there are any date conflicts between RSU and ESPP.

If so, can shift to 1099 being the authoritative input for all of it except ESPP initial purchase carry over.... which is all optional and can derive from number of shares anyway.

With that, I can remove any duplicate rows, and have the script duplicate where needed which solves the upgrade problem, separate serialization of user data, and 1099 import all at once, while also reducing data collection burden and potential from transcribe errors.

Yes you can copy/paste multiple rows at once. The PDF isn't nicely structured, but it's certainly aimable to a regexp to extract data rows vs the doc structure.
