feat: add topic creation and deletion

@AlexeyRaga Looked a little bit to your branch to get familiar with the style and such, but not too much.
This should create and delete topics. I've updated the docker-compose to include a UI so that we can verify if the deletion and creation actually works.
As far as I can see, there is no need for other admin things, since describing the cluster is already in place

@AlexeyRaga, I moved away from the KafkaAdmin and used the HasKafka-things that was already in place so that things stay consistent

@AlexeyRaga could you trigger the pipeline again? I fixed the compilation error on the older versions

@AlexeyRaga I forgot to remove a Non.empty.list.singleton. Normally the project does not contain any NEL.singleton anymore

@AlexeyRaga, it complained about using git:// instead of https://. I have no idea what it was, but I found that the location started with git://, so I updated the url to https://. If you know what the issue is, don't hesitate to help out :)
