feat: add autoware_localization_evaluation_scripts

Description

This pull request adds a new package autoware_localization_evaluation_scripts.

The package contains some scripts for evaluating the localization of Autoware.

For now there is only one script plot_diagnostics.py, but I will add more scripts in the near future.
