fix playground scio issues

• Fixes permissions issue with sbt scala artifact starting with scala 2.13. More info: Compiled JS files permissions are too restrictive scala-js/scala-js#4212
• Fixes the missing library dependency that was removed from scio template
• Uses a fixed scio template commit to prevent future changes breaking
  Should fix [Bug]: Beam Playground scio examples cannot run #30757
