Reducing UI Unit Test Execution Time and Updating Dependencies

Description

UI unit tests were taking an extensive amount of time. Jest runs test suites in parallel but not individual tests in parallel, therefore splitting big test suites into smaller suites allows for more parallelism.

This PR also includes numerous dependency updates

Motivation and Context

To decrease UI unit test execution time and update dependencies
