Describe the bug

GitHub Actions workflows, notably at least Validating Building the Documentation (see example) and Build & Test (see example) started failing. This is due to ubuntu-latest now referring to Ubuntu v24.04.1 instead of v22.04.5. E.g., this build passed under v22, while the same build re-run under v24 failed.

Any.

To Reproduce

I think any run will fail. All the recent ones did.

Expected behavior

Runs are passing.

Under #17312 I temporarily downgraded, so we're not completely blocked until this is fixed fog good.
