Adds the JupyterGIS package, to test how that works on the hub. Using this PR to get a built image to test. we should not merge this currently.

This image can be tested using public.ecr.aws/nasa-veda/pangeo-notebook-veda-image:17cafc1f42b3 to load a custom image.

Easiest way to test: grab a jGis file from here: https://github.com/geojupyter/jupytergis/tree/main/examples and upload and open in your Jupyter workspace and you should see it open with the JupyterGIS interface.

Note: this will probably fail to load actual qgis files, which jupytergis is meant to support. Getting this to work will require some additional work getting qgis to run on the container - I'll do some digging on what that would involve next week, but that shouldn't be a blocker to test it out - all other features and using the Python API should work.

If it's just using QGIS headless, https://anaconda.org/conda-forge/qgis probably is all that's needed.
