Use Upstream Metrics Package Instead of Local Version

Problem

Right now we are using a local version of the metrics library for each instance both public and private.

Solution

Use an upstream version that I have published on PYPI

Result

  • Delete local lib files
  • Move location of constants file
  • Pass path strings into methods

Test Plan

Ran bash trigger scripts locally.
