I thought you could have the built in world border enabled for those who would like square borders.

Any way to set that visual to show up for other purposes. Like showing a regions borders without specifically being the world limits.
As well as changing the colorization or is this just a simple hook into the built in and not replicating the built in.

This is just a simple hook into Bukkit's WorldBorder. If you want to do something like that, I suspect you would need to edit the world border packets. Although I am not sure you can pass through it, I know that you could be on the other side wall. I also dont think you can have more than one border per world.

I will have to test this with maybe a passthru set on the world border via worldborder plugin and see if this feature denies the passthru, if it does not then it could possibly applied.
