transfer configurations from configuration.ini to Moodle plugin configs

The Wiris Quizzes plugin contains several configuration options which can only be managed within the configuration.ini file. For some institutions which are hosted with application code shared across multiple Moodle instances it is problematic to have plugin configurations within application code files as settings cannot be changed for individual instances.

Some of the settings within configuration.ini have corresponding Moodle plugin configs that can be managed via the plugin settings in the user interface (/admin/settings.php?section=qtypesettingwq). It would be helpful if the remaining settings within configuration.ini could be transferred to Moodle plugin configs so that these settings can be easily controlled per site.
