Add deployment of FeeManager and Migration components with Vault from the factory

Currently, the vault deployment system does not automatically deploy two key components related to each vault: the FeeManager and Migration. The goal is to modify the vault factory so that both components are deployed together with the vault in a single process. The FeeManager component is mandatory for every vault, while Migration should be optional but available to be deployed from the same factory.
