The tools happily set the W3CID_MAP and the ROOM_ZOOM variables to empty objects if they are not set in the environment. However, the jobs always attempt to set these variables. This is confusing for tools who think these variables are really set even when they are not yet defined in the repository.

It is ok to mandate the variables (that is also consistent with the documentation), but then the variables could also only be created when needed.
