Rules need to be triggered based on order.

For example:

1. If Request contain x.com then Modify Header X-Forwarded-For as 1.1.1.1
2. If Request wildcard * then Modify Header X-Forwarded-For as 8.8.8.8

According to the condition, when 1 is triggered, 2 is not triggered; otherwise, since condition 1 is not satisfied, 2 is executed.
