[FEATURE] Create notes where to reply it needs to pay a specific amount of sats

Hi,

I would like to be able to create notes and only allow replies if the person pay a specific amount of sats.
Amethyst could verify if my profile is connected to relays that support this feature, and post only on relays that support it.
The payment received could be split between the user and the relay, to incentive the relay.

I think in the future when nostr becomes more popular and billions are using it. Everything you do, comments, zap, like, reply, comment, quote, should cost satoshi by default. I heard Satoshi can be split as well.

Money should be split between users & relays.
Can you imagine if you want to leave a negative comment or angry comment on someones profile because you disagree with them?

It would cost you money to do that. haha
