Create Developer Knowledge Base and add Description of Nektos-ACT

Currently there is no place for describing and accumulating developers knowledge, experiences, and the best practices

A clear and concise description of the problem.

• We need a repo place to describe:
  • knowledge, experience, and gotchas encountered and accumulated while performing development and deployment tasks
  • the most productive practices and experiences developers have with the application setup, deployment, development, testing, and debugging
  • negative experiences. The lessons that could be described as "I Learnt A Lot From This" (ILALFT?) that are worth knowing for all to avoid.

Dev-KB top level will be created for this issue
The issue-specific section will describe the setup and experience of using Nektos-ACT
