Investigate gem publish error from CI #143

Describe the bug

For some reason, the gem publish seems to be failing from CI.
I was able to push this successfully here: https://rubygems.org/gems/uploadcare-rails/versions/3.4.2

Expected behavior

publish gem workflow should work properly on CI

@rsedykh I was able to publish https://rubygems.org/gems/uploadcare-rails/versions/3.4.2 and verified it works properly in https://github.com/uploadcare/uploadcare-rails-example

Will come back to this issue after some of my pending things from the release.

Will investigate when we do next release. Right now switched to use a better maintained version for this- 22386b3
