tooltip should show filtered total not grand total persons of concern

when you click on population type filters, the map bubbles and the chart update based on the filtered data. currently, both the total in the top-left and the country-hover tooltip remains the same, showing Total Persons of Concern, regardless of what population type filters are selected. we want to make it so that the top-left box still shows the overall total, but the country bubble tooltip, should show the filtered total for that country, not the total persons of concern.
