Missing search functionality in user-group picker

Bug summary

In pre-v14 backoffice change, there was the functionality to search in the user-groups which is handy for large multi-sites with many different types of users.

In v15, this is no longer the case:

Steps to reproduce

Go to the backoffice --> users --> select any user --> assign access

You will then see the search bar is missing

Expected result / actual result

Intended behavior: There is a search functionality for managing all available usergroups

Actual behavior: There is no search functionality

@OskarKruger Thanks for reporting this. There's already an issue reported for the missing User Group modal filter in #16452. I'll close this one off.
