[TF24 strategy] new growth model with hydraulics and competition for water

Implementation of TF24 model, with some new features

This pitch is focussed on developing a new growth strategy for the plant model. The new strategy would be based off FF16, but include a variety of changes including

• Start with FF16, add strategy via scaffolder
• New leaf models (currently implemented as FF16w strategy)
• Soil water and and competition for water
• Storage of non-structural carbohydrates (needed to avoid instant increase in mortality when rainfall declines)
• decouple leaf area and height so that leaf area can go up and down.
• • acclimation in leaf traits
• track average light environment, needed for acclimation

Plus some minor improvements

• Integrate photosynthesis over leaf area rather than height (Integrate over height or leaf area of an individual? #386)
• Better root model (FF16 doesn't include course roots ([tf24 allometry] Missing coarse root biomass in ff16 model #349)
• Update default pars for allometry (as per Falster et al 2018)
