linux: handle adaptor power state changes while scanning #342

This PR is to add to the Linux implementation the ability to handle adaptor power state changes, to return an error if the adaptor is powered off while scanning instead of just ignoring this.

Should address #340

Hey, I did some testing... more changes are required to not run in to unexpected power state changes
