Install Slycot without conda #19

H2 and H-infinity synthesis requires the Slycot package but it is not easy to install.
Without conda it is necessary to install some prerequisites.

Tested On Arch Linux:

  1. scikit-build (python)
  2. numpy (python)
  3. cmake (python?)
  4. gcc
  5. gfortran
  6. openblas (not sure)
  7. lapack

And then install with
pip install slycot
