It should be possible for each entity within a model to compare itself against its counterpart, for instance

A service policy in the configured model should be able to search for its counterpart in the actual model and identify if it needs to be created or updated
An OU in the actual model should be able to search for its counterpart in the configured model and, if it does not exist, determine that it should be deleted.

This has been implemented but test coverage needs to be improved before we can call it done.
