Clean artifact on build command

What problem does your feature solve?

Rumor has it (@kalepail) that building a contract sometimes fails if you don't first clean your targets.

What would you like to see?

Could the build command take care of that for us?

What alternatives are there?

Nothing, keep doing it as usual or maybe there is an underlying fundamental issue to solve or understand.

It would be great if there was a reproducible example. Is this in a multi crate workspace? What is the error?

@janewang Sorry I don't have a reproducer as I created this during a community call after @kalepail mentioned it could happen. We had a quick back and forth in the chat and said it could be a good idea.

@kalepail if this is an issue that's happening for you, can you post a reproduction or more details? Otherwise I think the issue can be closed.
