Before proposing any governance whatsoever, we need consensus on what we are governing. Here is my take:

Resources that are in-scope:

  • Community “constitution”: collective statement of mission, vision, values, principles
  • Stacks 2.0 protocol
  • proposed Stacks Foundation and its brand
  • https://github.com/blockstack/blockstack-core repository, core development in general
  • SIPs
  • App Mining and its token endowment
  • STX treasury management
  • Common community channels, including Discord, Discourse, WeChat, Telegram, GitHub
  • “Blockstack” and “Stacks” brands and associated trademarks
  • Blockstack blog
  • Community event calendar
  • Project roadmap
  • Project documentation
  • App directory
  • Working groups
  • Events, including the Blockstack Summit

Resources that are out-of-scope:

  • Blockstack PBC (including its management, charter and bylaws, fiat treasury)
  • STX tokenholder relations
  • blockstack.com, blockstack.org, and other domain names owned by Blockstack PBC

Resources that are in-scope: Stacks 2.0 protocol

Governance of the blockchain and Stacks 2.0 protocol is major and could benefit from being expanded with more details and subitems.
