Create Payments Dashboard page

Create a payments dashboard page to input payments for grants.

Design draft:

• Only users with the role finance or admin can access this page.
• Information will be stored in the 'Payments' collection.

User flow on the page goes as follows:

1. The user will first select the Github issue number from a dropdown list. This is a status GRANTS APPROVED of the db (not Github)
2. Once the grant is selected the information the following information will be populated:
   • Payment number dropdown
   • In the right margin:
     • Grant issue number
     • Grant Name
     • Grant Budget
     • Agreed Upon Completion Date
     • Number of payments remaining CONFIRM WHERE THIS IS STORED!
     • Amount per payment: CONFIRM PAYMENTS ARE ALWAYS IDENTICAL
3. The user will then fill out the following fields:
   • Amount of STX disbursed
   • Equivalent amount of USD
   • Stacks Explorer URL
   • Date of payment
