Add a textarea UI for pasting in JSON/TSV/CSV

The plugin would have to learn to accept form encoded values in addition to a JSON body.

This is going to be really useful, especially in conjunction with TSV from #13.

I'm looking at this data right now and it includes a .xlsx file with some smaller tables that look like this:

Being able to copy directly from Numbers/Excel into a "create table" UI in Datasette would be a really convenient way to import that data so I can start using it for joins against the main 33,000 row CSV.

This needs permissions thoughts too. I'm going to default to accept from "id": "root" so that users who authenticate using the datasette ... --root option can use the interface without installing anything extra.
