eX0 Ping time calculation protocol

Server can send first message in 2 ways:
-send to all clients all at once, one by one (might not be good, since it produces a spike in bandwidth req.)
-send to each client one by one, with a fixed interval in between (e.g. interval = 3 seconds / num players)
