Random failures with QEMU in Ubuntu 24.04 #614

Describe the bug
We are observing failures in random tests using qemu (ppc64, s390x, and riscv64 so far).
Not yet narrowed down what is the earliest runner image yet, see below a runner image leading to failure.

To Reproduce
This likely not reproducible outside GHA.

Expected behavior
Tests should pass on these architectures, they were passing earlier this week. No change went in since then that can be blamed.
We have switched from ubuntu-latest to ubuntu 24.04 a few months ago, so it is not due to. the recent change in ubuntu-latest definition. A change in runner image could explain this sudden failure though.

Environment

  • cross-compilation?
  • x86_64/{ppc64, s390x, and riscv64} if cross build
  • Ubuntu 24.04.1 LTS

This reply is relevant, but the workaround is not really acceptable for us.
