This is what we need for a baste test:

launch ec2 instance that can talk to scheduler running on beanstalk web app
make sure new instance is in security group with no internet access
launch job and make sure it lands on new ec2 instance

For a more advanced test, we need to see if we can force a job to land on an ec2 instance, ie in case it needs lots of ram or a GPU
