We recently discovered that CN / Cerberus didn't build on Windows due to an errant file name. Resolved here: 244ac5b

We should have a Windows CI runner to catch such issues. This is particularly important for the VERSE project as Windows is the default environment for US Government users.

GitHub supports several Windows runners, documented here.
