Describe the bug

[TC-ICDM-6.1] does not exist on TH (Version: v2.11+fall2024) even though PICS Tool (v2.1.19) and Matter-1.4-Core-TestPlans doc include this. Also, there is no yaml file for manual test or python script for simulated test.

This is urgent issue for DUT preparing Matter 1.4 Certification so you should update TH as soon as possible.

All test scripts come from the SDK repo. To fix this we would need a new SDK SHA to be defined.
