Should there be a conflict or require line for each corresponding version of Drupal?

Renovate recently opened a PR for us on a Drupal 10 site upgrading this library from version 10 to 11. I was surprised that composer could resolve dependencies correctly. It sounds like major versions of this library should match Drupal core? In that case, should the 11.x branch require drupal/core: ^11?

Strong +1 on this. When we upgrade to D11 there should be a conflict that tells us that we need to upgrade that package.

As it is we get cache errors on Pantheon environments and it's unclear what the cause is.
