Fixes #9124

Adds description to each page in the certification study guide. Adjusts the template so that if a description isn't set, we use the subtitle as the meta description tag instead.

Align meta description for individual release note entries

@rachelwhitton This change was working on my local. Before was using the default meta description defined in gatsby-config.js. After the meta description is a truncated excerpt (matching what the SEO component is doing).

pull excerpt from gatsby and use that to create meta description

- adds `excerpt` to the GraphQL query
- uses this excerpt to create a contextual meta description
- falls back to "A summary of changes to the Pantheon Platform" if excerpt could not be extracted.
