Bug: targets 下拉框发出不必要的 x64-linux 数据请求 #60

这是因为下拉框在未获取 basic.json 之前，默认为 x64-linux，但获取之后切换到 All-Targets。

解决办法就是未获取 basic.json 之前就默认为 All-Targets。
