[Actions] Python 3.7 dropped, Python 3.12 added.

Following the Python release cycle and to keep GithubActions with a manageable workload, I've dropped support for Python 3.7 when adding an action for Python 3.12.

Today's snapshot of the Python release cycle is replicated below.

All tasks passed successfully so we're good to go.
