Add alias for OTEL_SDK_DISABLED

With what is currently happening over at the main Go discussion page, I got into thinking, and I think there is a way to make most people reasonably happy: a DO_NOT_TRACK environment variable. With this there is a unified way to opting out of telemetry, which makes privacy advocates happy(er), while still allowing for the collection of information by default.
