Add an entry in flagd documentation here, describing flag metadata

Mention:

  • flag metadata is defined for an entire definition, and includes version and flagSetId
  • these are returned in flag evaluations in the flag-metadata (merged into flagMetadata, with flagMetadata taking priority).
  • useful for telemetry and caching

should be flagSetId
