This is where we lay down the basic structure of how the website will be styled. As we're teaching how to use React we're going to be using a React library to achieve this, but will be extending it to look good. The output of this issue is not a fully styled website, but is actually to get it presentable and working.

Acceptance Criteria:

The site must ...:

  1. use the NottsJS branding
  2. be responsive, supporting Desktop/Tablet/Phone.
  3. use a React library for presentation (e.g. react-mdl, material-ui, react-bootstrap, etc.)
